What changed on 1 October 2026?
The basis is Royal Decree 518/2026, which amends Spain’s road traffic regulations to protect cyclists, pedestrians and motorcyclists. It was published in the Spanish official gazette BOE on 26 June 2026 and has applied since 1 October 2026. The Spanish traffic authority DGT sums it up: a helmet for every cyclist outside built-up areas, and the existing exemptions are removed.
Until now you could take the helmet off outside towns in three cases: on long climbs, in extreme heat and with a medical certificate. Those exemptions no longer exist. The helmet also has to be approved or certified and properly fastened. A helmet hanging from the handlebars does not count.
Where does the helmet rule apply?
- Outside built-up areas: every cyclist, any age, no exceptions
- Children and teenagers under 16: on every road, in town as well
- People cycling for work (couriers, for example): in town as well
- Adults in town: not compulsory. We still recommend it, since most routes leave the village anyway
Riding without a helmet outside built-up areas is a serious offence under Spanish traffic law. The fine is 200 euros; cyclists do not get penalty points.
Does the rule apply on an e-bike?
Yes. A pedal-assist e-bike up to 25 km/h counts as a bicycle in Spain, so the same rules apply as on a trekking bike. On our e-bike holidays the helmet is part of the kit just the same.
What it means for your cycling holiday in Mallorca
Our stages run almost entirely along country roads, old camins and the Via Verde, in other words outside built-up areas. You put the helmet on at the house in the morning and take it off in the evening. In the village, on the way to Sineu market or to the bar on the plaça, adults may take it off.
With every rental bike you get a loaner helmet free of charge, approved and adjusted to fit you. Your own usually fits better, though, so feel free to bring it. If children or grandchildren under 16 are coming along, the rule applies to them everywhere, in town too.
What changes for drivers
The reform also protects cyclists when they are overtaken. Cars must leave at least 1.5 metres when passing, and outside built-up areas they must also slow to at least 20 km/h below the limit. Cyclists may ride two abreast on the hard shoulder. In poor visibility, at dusk or when traffic builds up behind you, ride in single file.
